Add vegetable oil to pan and heat over medium heat for a couple of minutes. Add onion and green peppers. Coat well with oil and cook for about 5 minutes minutes, stirring often.
Now break up ground beef and add to pan with peppers and onions. Add the salt and cook another 5-7 minutes until meat is browned and no longer pink.
Add the diced tomatoes (not drained), and both cans of beans to the slow cooker. Toss in the chili powder, pepper, and you pan of meat mixture. Stir gently but stir very well.
